Created over 20 years ago to preserve this historic Everett resource, the Norton Grand Historic Neighborhood faces challenges today.  Residents
seek to partner with the City of Everett Planning Department, Planning Commission and City Council to create "transition zones" to protect the areas in and around the Historic Overlay.  

Creating transition zones will reduce the negative impact of current Metro Everett and ReThink Zoning development and proposed Everett 2044 changes. These zones will preserve and protect the character, livability and historic resources of one of Everett's most important historic neighborhoods.
